In addition to the high-contrast desktop themes, visually-impaired folk can also make use of Ubuntu's Assistive Technologies.
To access this select System --- Preferences --- Assistive Technologies.

This brings up the Assitive Technologies Preferences window where you'll need to check the "Enable assitive technologies" check box. Under the Preferences section you'll see links to Keyboard and Mouse accessibility.
